As the year 2001 opens a new century, it also marks the occurrence of the 10th International Print and Drawing Biennial held by the Republic of China. The accumulation of nearly twenty years of resources has proven our commitment and concern towards works created on paper. For the 10th Biennial, we hope to highlight the mediums of print and drawing even more as we explore its unique characteristics. Concurrently, in the exploration of these characteristics, print and drawing may reflect the nature of contemporary art existing in a time of mixed media applications, influential technology and a seemingly limitless Internet. At the center of activities for the 9th International Print and Drawing Biennial was the goal of creating and developing an encouraging forum and community for the presentation of works created by artists from all over the world. As a result, the Biennial attracted the participation of artists from over seventy-two countries submitting nearly three thousand works. As the 10th Biennial approaches, at this moment of retrospection and outlook, we cordially invite you to reenergize the vitality of works on paper and create your own stage for expression at the upcoming Biennial.

EXHIBITION The open contest exhibition includes two categories: print and drawing. After an entry passes the initial screening, it is considered as selected for the exhibition. Eight entries from each category will be selected by the final jury and awarded prizes. All selected entries and the award-winning entries will be exhibited at the Taipei Fine Arts Museum.JURY There will be two jury screenings: initial and final. Entries passing the initial screening will be automatically entered into the final screening.
1. Initial screening: Each entry is limited to a single original work. The initial screening jury will be selected by the exhibition committee. 2. Final screening: The final award-winning works will be selected by an international jury invited by the exhibition committee.
AWARDS A total of NT$ 1,700,000 (approximately US$ 53,125) in prizes and citations will be awarded to eight selected artists. The award winning works will then become part of the permanent collection of the Council for Cultural Affairs. Prizes are as follows for each category:
1 Gold Prize:NT$ 300,000 (approximately US$ 9,375) 1 Silver Prize:
NT$ 200,000 (approximately US$ 6,250) 1 Bronze Prize:
NT$ 100,000 (approximately US$ 3,125) 5 Honorable Mentions: NT$ 50,000 (each ,approximately US$ 1,560)
1. According to R.O.C. tax regulations, the foreign award winners will have 20% tax deducted from their prizes, and domestic winners will have 15% tax deducted. 2. Additionally, the winners will be given the opportunity to publicly lecture on topics and demonstrate techniques related to the art of printmaking. Winners from foreign countries will be given economic class airfare to and from Taipei and accommodations for seven days courtesy of the sponsor. For domestic winners the travel requirements of each to attend the opening will be assessed and reimbursed accordingly. 3. Each artist whose work is accepted for the exhibition will be given one copy of the bilingual exhibition catalogue.
ELIGIBILITY AND ENTRY REQUIREMENTS 1. All entries are restricted to works on paper.2. Original works in print and drawing media must have been completed after 1999. Works submitted must not have been shown at previous Print and Drawing exhibitions in the Taipei Fine Arts Museum.
3. Artists may participate in both the print and drawing categories, but are restricted to one entry per category. 4. For the Print category: Works using processes that retain the quality of multiple reproductions, such as monotype or monoprint, are acceptable as long as the final mailed result is a two-dimensional work on paper.
5. For the Drawing category: Two-dimensional original works on paper using the following media are acceptable: charcoal, pencil, ink, pastel, watercolor and other traditional or experimental drawing media.
6. The size, total length by width, of each work, inclusive of works combining print and drawing formats, should not exceed 120×120 cm, or be smaller than 60×40 cm, with no thickness restrictions.
7. Matted or framed works will not be accepted.

SHIPPING OF WORKS 1. Submissions will be accepted starting March 15, 2001 and only works received by the museum on or before the deadline date of May 15, 2001 will be accepted. 2. Works should be packed in sturdy and reusable flat boards or plastic tubes.3. Domestic shipments to the museum must be made via post and international applicants must ship via airmail and are responsible for any incurred insurance, customs, or tax fees. Extra charges incurred by private transport companies will not be settled by the museum. Neither domestic or international delivery via courier express nor personal delivery will be accepted. Upon receipt of any artwork, the necessary precautions will be taken to ensure its condition. 4. All expenses for the shipping of artworks to the Taipei Fine Arts Museum are the responsibility of the applicant.
5. The completed application form and the artwork must be sent together in one single package.
RETURN OF WORKS After the closing of the exhibition, the Taipei Fine Arts Museum will be responsible for repackaging the exhibition works and mailing them back to the artists.
TERMS AND LIABILITY 1. The award-winning works will become part of the collection of the Council for Cultural Affairs. 2. For the duration of the exhibition and for the time period of their return, the Exhibition Committee will be responsible for the care of the exhibited artworks. For all other works, it is the responsibility of the individual artist to arrange for insurance against loss or damage of any kind for shipping and handling to and from the Taipei Fine Arts Museum.3. The organizer and the exhibition committee have the right to reproduce and photograph any accepted work for non-commercial publicity and educational purposes, and the right to post images of the work on any relevant media, inclusive of websites on a long-term basis.
4. No commercial sales are allowed within the Taipei Fine Arts Museum. 5. If for any reason the mailing of a work back to the original sender is unsuccessful, upon its return to the Taipei Fine Arts Museum, if a claim is not made upon the work by the sender after two years, the sender forfeits the right of ownership upon the work and the exhibition committee assumes the right to dispose or maintain the work as it sees fit.
